§ 423. Bond issuance to be approved by voters The

  • City Council shall not issue any bonds under the provisions of this article for any of the purposes thereof unless previously authorized so to do by a majority of the legal voters of said City voting on the question at any annual or special City meeting duly warned for the purpose.
