shall call a meeting upon the written request of the Governor or the written request
of two Board members. A majority of the Board shall constitute a quorum. The members
of the Board shall receive a per diem as provided by Title 32 for the time actually
spent in work authorized by the Board and shall be reimbursed for necessary expenses
