§ 231. Power and duties The City Council shall have

  • the exclusive general management and control of the work on the City streets, sidewalks, sewers, and bridges and shall see that the same are properly constructed and kept in repair, and shall have the same powers in respect to repairs of streets and highways as road commissioners in towns; the City Council shall, when the public good requires, cause all streets and highways to be worked and graded the entire width thereof and made in such a manner as will in the judgment of the City Council best accommodate the public; and shall be subject in all respects to any limitations or restrictions contained in the ordinances, regulations, and orders of the City Council; but shall have no power to spend any money or incur any debt beyond the amount of the appropriations made by the City Council.
