§ 19. Amendments This chapter may be amended in accordance with the terms and provisions of 17 V.S.A. § 2645 for the amendment of municipal charters

  • . For this purpose, the word “municipality”
    in such statute shall be construed to mean “District,” and “legal voters” as used
    in such statute shall be defined in accordance with section 8 of this chapter. No
    amendment shall be made that substantially adversely affects the rights of the holders
