§ 610c. Legislative intent; existing driver’s licenses without photograph or imaged likeness It is the intent of the General Assembly that the provisions of subsection 610
- (c) of this title not require individuals who, prior to July 1, 2004, were issued a driver’s license
without a photograph or imaged likeness to obtain a photograph or imaged likeness
