     The Division of Licensing and Background Checks, created in Section 26B-2-901, may adopt rules under Title 63G, Chapter 3, Utah Administrative Rulemaking Act, to implement Sections 81-14-303, 81-14-304, 81-14-305, and 81-14-306.
