§ ED.39.0225. TRANSITION OF ASSESSMENT PROGRAM
TRANSITION OF ASSESSMENT PROGRAM. (a) Except as otherwise provided by this section, not later than the beginning of the 2027-2028 school year, the agency shall transition the program for assessment instruments administered under this subchapter from the State of Texas Assessment of Academic Readiness (STAAR) assessment program to the instructionally supportive assessment program described by Section 39.022 . (b) The agency shall contract with a nationally recognized provider of assessment instruments for the purpose of making the transition described by Subsection (a). (c) Students shall continue to be assessed under the State of Texas Assessment of Academic Readiness (STAAR) assessment program until the instructionally supportive assessment program described by Section 39.022 is available beginning with the 2027-2028 school year. (d) During the 2025-2026, 2026-2027, and 2027-2028 school years, the agency, school districts, and open-enrollment charter schools shall conduct any field testing of questions for assessment instruments proposed to be adopted or developed under Section 39.023 necessary to implement the transition under this section. (e) Not later than February 15, 2027, the agency shall submit to the governor, the lieutenant governor, the speaker of the house of representatives, and the chairs of the standing legislative committees with primary jurisdiction over public school assessments a report regarding the plan for and status of the implementation of the instructionally supportive assessment program described by Section 39.022 . The report must include parent, student, and teacher feedback regarding the development of the program. (f) This section expires September 1, 2029.
