§ 755.33.
The board of park trustees shall enter into the contract mentioned in section 755.29 of the Revised Code with the lowest responsible bidder. The board shall be the final judge as to who are the responsible bidders. Where the contract is for other than the construction, demolition, alteration, repair,
or reconstruction of an improvement, the board shall enter into the contract when
the bidder gives bond to the municipal corporation, with sureties approved by the
board, that he will perform the work or furnish the material and supplies in accordance

to so enter into bond with surety, the contract may be made with the next lowest responsible
