§ 6119.25.
When the board of trustees of a regional water and sewer district deems it necessary
to construct all or a part of the sewers provided for in the plan devised in accordance
with section 6119.19 of the Revised Code , the board shall declare by resolution the necessity thereof. Such resolution shall contain a declaration of the necessity of such improvement,
a statement of the districts, areas, or parts thereof proposed to be constructed,
the character of the materials to be used, a reference to the plans and specifications,
where they are on file, and the mode of payment therefor, and shall publish the resolution
once a week for not less than two nor more than four consecutive weeks in one newspaper
of general circulation in the area or as provided in section 7.16 of the Revised Code .
