§ 5593.21.
Any municipal corporation or other political subdivision, and all public agencies
and commissions of the state notwithstanding any contrary law may lease, lend, grant,
or convey to a bridge commission, at its request, upon such terms as the proper authorities
of such municipal corporations, other political subdivisions, or public agencies and
commissions of the state determines reasonable and fair, and without the necessity
for an advertisement, order of court, or other action or formality, other than the
regular and formal action of the authorities concerned, any real property which is
necessary or convenient to the effectuation of the authorized purposes of the commission,
including public roads and other real property already devoted to public use. On or before the first day of February in each year the commission shall make an annual
report of its activities for the preceding calendar year to the governor and the general
assembly. Each such report shall set forth a complete operating and financial statement covering
the commission's operations during the year. The commission shall submit a copy of its proposed annual budget for each calendar
year to the general assembly, the office of budget and management, and the legislative
budget office of the legislative service commission at the same time such budget is
submitted to the trustees of the commission's bond holders. The commission shall cause an audit of its books and accounts to be made at least
once each year by certified public accountants and cost thereof may be treated as
a part of the cost of construction or of operations of any bridges then in operation
or in course of construction, such cost to be apportioned among said bridges in the
discretion of the commission, but not in contravention of any existing trust agreement
to which the commission is a party.
