§ 4104.14.
The owner or user of a boiler required by sections 4104.01 to 4104.20 of the Revised Code to be inspected shall, after due notice, prepare the boiler for internal and external
inspection at the appointed time, by drawing the water from the boiler and removing
the manhole and handhole plates and thoroughly cleaning the boiler and its setting. The inspector, when making inspections under operating conditions, shall observe
the pressure carried and the general condition of each boiler, and ascertain if the
safety valve and the appliances for indicating the pressure and level of water in
the boiler are in proper working order. No person shall remove or tamper with any safety appliances prescribed by the board
of building standards, and no person shall in any manner load the safety valve to
a greater pressure than that allowed by the certificate of operation. If in the judgment of the inspector it is advisable to apply a hydrostatic pressure
test to the boiler, the owner or user shall prepare the boiler for such test, and
apply the test which shall be witnessed by the inspector.
