§ 3706.16.

The Ohio air quality development authority may acquire by purchase, whenever it finds

such purchase expedient, any land, property, rights, rights-of-way, franchises, easements,

and other interests in lands as it finds to be necessary or convenient for the construction

and operation of any air quality project, upon such terms and at such price as it

considers reasonable and are agreed upon between the authority and the owner thereof,

and take title thereto in the name of the state. Any governmental agency, notwithstanding any contrary provision of law and without

the necessity for an advertisement, auction, order of court, or other action or formality,

other than the regular and formal action of such governmental agency concerned, may

lease, lend, grant, or convey to the authority, at its request, upon such terms as

the proper authorities of such governmental agency find reasonable and fair any real

property or interests therein including improvements thereto or personal property

which is necessary or convenient to effect the authorized purposes of the authority,

including public roads and real or personal property already devoted to public use.
