§ 90-179. Purpose of Article.
In order to promote the public health, safety, and welfare by safeguarding the people of this State against unqualified or incompetent practitioners of veterinary medicine, it is hereby declared that the right to practice veterinary medicine is a privilege conferred by legislative grant to persons possessed of the personal and professional qualifications specified in this Article. History (1973, c. 1106, s. 1.) Editor's Note. - Session Laws 2017-146, s. 2, provides: "The Veterinary Division of the Department of Agriculture and Consumer Services shall study the practice of veterinary pharmaceutical compounding (VPC). The study shall include the following: "(1) A review of current State and federal policies regulating VPC, taking into account the ongoing dialogue between the U.S. Food and Drug Administration and the American Veterinary Medical Association regarding the legality of compounding animal drugs from bulk drug substances. "(2) Recommendations for additional legislation needed to increase protection of animals administered compounded pharmaceutical agents and provide necessary oversight of (i) veterinary compounding pharmacies, (ii) veterinary pharmaceutical manufacturers engaging in VPC, and (iii) veterinary practices that prescribe or administer compounded pharmaceutical agents. "In conducting its study, the Division shall consult with the North Carolina Board of Pharmacy and the North Carolina Veterinary Medical Board. The Division shall submit its report and any recommendations to the Joint Legislative Administrative Procedure Oversight Committee, the Joint Legislative Oversight Committee on Agriculture and Natural and Economic Resources, and the Environmental Review Commission no later than March 1, 2018."
