§ 116-239. 13. Review of laboratory schools.

The Subcommittee on Laboratory Schools shall review and evaluate the educational effectiveness of the laboratory schools authorized under this Article for both public school students and students enrolled in educator preparation programs according to standards and protocols established by the Subcommittee. The Subcommittee shall report by November 15 of each year to the Joint Legislative Education Oversight Committee on the following: Information on public school student enrollment in each laboratory school, including student demographics. The public school student admissions process and the number of students enrolled under the following categories at each laboratory school: Students who were previously assigned to a low-performing school. Students who did not meet expected student growth in the school year prior to enrollment. Siblings of an otherwise eligible student. Public school student achievement data, including school performance grades and student achievement scores and student growth, at each laboratory school. Public school student academic progress in each laboratory school as measured against the previous school year and against other schools located in the local school administrative unit and statewide. Information on the student outcomes for students who are enrolled in each educator preparation program who obtained clinical experience in school leadership and teaching in the laboratory schools, including the performance elements reported under G.S. 115C-269.35. Best practices resulting from laboratory school operations. Other information the Subcommittee considers appropriate. Editor's Note. - Session Laws 2016-94, s. 11.6(g), as amended by Session Laws 2017-117, s. 4, provides: "By November 15, 2017, the Subcommittee shall submit a report to the Joint Legislative Education Oversight Committee on the progress of establishing the laboratory schools, including information on student enrollment numbers and the admissions process, if applicable, and any other information the Subcommittee deems relevant. By November 15, 2018, the Subcommittee shall submit the initial report required by G.S. 116-239.13 to the Joint Legislative Education Oversight Committee." Session Laws 2016-94, s. 1.2, provides: "This act shall be known as the 'Current Operations and Capital Improvements Appropriations Act of 2016.'" Session Laws 2016-94, s. 39.4, provides: "Except for statutory changes or other provisions that clearly indicate an intention to have effects beyond the 2016-2017 fiscal year, the textual provisions of this act apply only to funds appropriated for, and activities occurring during, the 2016-2017 fiscal year." Session Laws 2016-94, s. 39.7, is a severability clause. Session Laws 2017-189, s. 7(a) made the amendment to subdivision (5) by Session Laws 2017-189, s. 6(i), effective July 27, 2017, and applicable beginning with the 2017-2018 school year. Session Laws 2018-5, s. 10.1(e), made the amendment of subdivision (2) of this section by Session Laws 2018-5, s. 10.1(d), applicable beginning with the 2018-2019 school year. Session Laws 2018-5, s. 1.1, provides: "This act shall be known as the 'Current Operations Appropriations Act of 2018.'" Session Laws 2018-5, s. 39.7, is a severability clause. Effect of Amendments. - Session Laws 2017-117, s. 1, effective July 18, 2017, substituted "laboratory" for "lab" in the section heading and throughout the section; in the first sentence in introductory language, substituted "The Subcommittee on Laboratory Schools" for "The Board of Governors of The University of North Carolina, in conjunction with the constituent institutions operating lab schools and the State Board of Education," near the beginning, substituted "programs according to standards and protocols established by the Subcommittee" for "programs" at the end, substituted "Subcommittee" for "Board of Governors" in the beginning of the second sentence; rewrote subdivision (2) which formerly read: "The public school student admissions process and the number of students enrolled under the priority admissions category at each lab school."; and substituted "Subcommittee" for "Board" in subdivision (7). Session Laws 2017-189, s. 6(i), substituted "G.S. 115C 269.35." for "G.S. 115C 296.13(b)." in subdivision (5). For effective date and applicability, see editor's note. Session Laws 2018-5, s. 10.1(d), effective July 1, 2018, rewrote subdivision (2), which read "The public school student admissions process and the number of students enrolled under the category (i) students who were previously enrolled in a low-performing school and (ii) students who did not meet expected student growth in the school year prior to enrollment at each laboratory school."
