§ 115C-296. 7. North Carolina Teacher Corps.

There is established the North Carolina Teacher Corps (NC Teacher Corps) to recruit and place recent graduates of colleges and universities and mid-career professionals as teachers in high needs public schools. The State Board of Education, in consultation with the Board of Governors of The University of North Carolina and the North Carolina Independent Colleges and Universities, shall develop and administer the NC Teacher Corps. In the development of the NC Teacher Corps, the State Board of Education shall consider examples of other successful teacher recruitment models used nationally and in other states. Applications shall be received annually for admission to the NC Teacher Corps. The State Board of Education shall establish application criteria, including, at a minimum, an award of a bachelor's degree from an accredited college or university. The State Board of Education may establish a committee to annually evaluate and select candidates for admission to the NC Teacher Corps. The State Board of Education shall identify local school administrative units with unmet recruitment needs, especially for career and technical education teachers, and high needs schools and shall coordinate placement of NC Teacher Corps members in those schools. The State Board of Education, in coordination with the Board of Governors, shall develop an intensive summer training institute for NC Teacher Corps members to provide coursework and training on essential teaching frameworks, curricula, and lesson-planning skills, as well as identification and education of students with disabilities, positive management of student behavior, effective communication for defusing and deescalating disruptive and dangerous behavior, and safe and appropriate use of seclusion and restraint. The intensive summer training institute also shall address identification of difficulty with reading development and of reading deficiencies and the provision of reading instruction, intervention, and remediation strategies. The State Board of Education, in coordination with the Board of Governors, shall provide ongoing support to NC Teaching Corps members through coaching, mentoring, and continued professional development. NC Teaching Corps members shall be granted residency licenses pursuant to Article 17E of this Chapter. The State Board of Education is authorized to contract for the administration of the NC Teacher Corps. History (2012-142, s. 7A.7(a); 2013-1, s. 2(a); 2013-360, s. 8.21(c); 2015-241, s. 8.41(i); 2017-189, s. 6(b).) Editor's Note. - Session Laws 2012-142, s. 7A.7(b), made this section effective July 2, 2012, and provided, in part, that "The State Board of Education shall recruit and place an initial cohort of NC Teacher Corps members no later than the 2012-2013 school year." Session Laws 2012-142, s. 1.2, provides: "This act shall be known as 'The Current Operations and Capital Improvements Appropriations Act of 2012.'" Session Laws 2012-142, s. 27.7, is a severability clause. Session Laws 2013-1, s. 2(b), (c), provides: "(b) The State Board of Education shall (i) revise post-secondary education and evaluation requirements for teacher licensure of career and technical education teachers to increase accessibility to the licensure process while maintaining quality of instruction and (ii) develop alternative professional development, mentoring, and curricular models to support career and technical education teachers who may not have an extensive teaching or classroom management background. "(c) The State Board of Education shall report to the Joint Legislative Education Oversight Committee by January 15, 2014, on progress made in increasing accessibility to the licensure process and in developing alternative professional development supports for career and technical education teachers who may not have an extensive teaching or classroom management background." Session Laws 2013-1, s. 3(a), provides: "(a) The State Board of Education, in collaboration with the State Board of Community Colleges, shall develop strategies to increase the number of high school students engaging in career and technical education, especially in the areas of engineering and industrial technologies, and in other occupations with high numbers of employment opportunities. In developing these strategies, the Boards shall consider sharing of instructors, facilities, equipment, and business internship opportunities between the public schools and community colleges to facilitate these goals." "Session Laws 2013-1, s. 3(b), as amended by Session Laws 2014-115, s. 90, provides: "The State Board of Education and the State Board of Community Colleges shall jointly report to the Joint Legislative Education Oversight Committee by October 15, 2014, on progress made on developing strategies to increase student engagement in career and technical education, especially in engineering and industrial technologies, and in other occupations with high numbers of employment opportunities." Session Laws 2013-360, s. 8.21(a), provides: "Teach for America, Inc. (TFA), shall use a portion of the funds available to it for the 2013-2015 fiscal biennium to recruit, train, support, and retain teachers to work in the North Carolina public schools. TFA shall leverage State funds to raise additional funding to achieve the purposes set out in this section and shall expand its current programs and initiate new programs as follows: "(1) TFA shall establish a program in the Piedmont Triad region (the area within and surrounding the three major cities of Greensboro, Winston-Salem, and High Point) and expand its current program in the southeast region of the State. TFA shall establish the following goals for the number of teacher candidates accepted to these programs: "a. In the Piedmont Triad region, at least 50 candidates who will be recruited in the 2013-2014 school year to begin teaching in the 2014-2015 school year. "b. In the southeast region of the State, at least 50 candidates to begin teaching in the 2013-2014 school year. "c. Combined for the southeast and northeast regions of the State, a total of at least 175 candidates beginning with the 2013-2014 school year. "(2) TFA shall develop and establish a new program, Teach Back Home, to increase the recruitment of candidates who are residents of North Carolina. "(3) TFA shall develop and establish two new programs, Teach Beyond Two and Make it Home, to increase the number of candidates who remain working in North Carolina public schools beyond their initial two-year TFA commitment by developing innovative strategies to work with both TFA participants and local school administrators and board of education members to extend the service commitment of TFA participants. "(4) TFA shall increase targeted recruitment efforts of candidates who are (i) working in areas related to STEM education, (ii) mid-career level and lateral entry industry professionals, and (iii) veterans of the United States Armed Forces." Session Laws 2013-360, s. 8.21(b), contains an annual reporting requirement and was codified as G.S. 120-70.84 at the direction of the Revisor of Statutes. Session Laws 2013-360, s. 8.21(c1), provides: "The State Board of Education shall enter into a contract, effective July 1, 2014, with Teach for America, Inc., (TFA) to administer provisions of G.S. 115C-296.7 . The contract shall require that TFA make publicly available all documents related to the execution of this program and the expenditure of State funds." Session Laws 2013-360, s. 8.21(d), provides: "Beginning with the 2014-2015 fiscal year, TFA shall use a portion of the funds available to it to administer the NC Teacher Corps program in accordance with subsection (c1) of this section. TFA may also use a portion of the funds available to it for the 2013-2014 fiscal year to recruit a cohort of NC Teacher Corps members for the 2014-2015 school year. TFA shall include information regarding the operation of the NC Teacher Corps in its annual report to the Joint Legislative Education Oversight Committee by January 1, 2015, and annually thereafter, as required under subsection (b) of this section." Session Laws 2013-360, s. 8.21(e), provides: "TFA shall submit quarterly updates on the information contained in the annual report required by this section to the offices of the President Pro Tempore of the Senate and the Speaker of the House of Representatives, the Chairs of the Senate Appropriations•ase Budget Committee, the House Appropriations Committee, the Senate Appropriations Committee on Education/Higher Education, the House Appropriations Subcommittee on Education, and the Fiscal Research Division." Session Laws 2019-165, s. 3.6(b), repealed Session Laws 2013-360, s. 8.21(e). Session Laws 2013-360, s. 8.21(f), provides: "The State Board of Education shall provide ongoing support through coaching, mentoring, and continued professional development to NC Teacher Corps members who were placed in North Carolina public schools in accordance with G.S. 115C-296.7 for the 2012-2013 and 2013-2014 school years." Session Laws 2013-360, s. 1.1, provides: "This act shall be known as the 'Current Operations and Capital Improvements Appropriations Act of 2013.'" Session Laws 2013-360, s. 38.2, provides: "Except for statutory changes or other provisions that clearly indicate an intention to have effects beyond the 2013-2015 fiscal biennium, the textual provisions of this act apply only to funds appropriated for, and activities occurring during, the 2013-2015 fiscal biennium." Session Laws 2013-360, s. 38.5, is a severability clause. Session Laws 2017-189, s. 7(a) made the amendment to subsection (g) by Session Laws 2017-189, s. 6(b), effective July 27, 2017, and applicable beginning with the 2017-2018 school year. Effect of Amendments. - Session Laws 2013-1, s. 2(a), effective February 18, 2013, inserted "especially for career and technical education teachers" in subsection (d). Session Laws 2013-360, s. 8.21(c), effective July 1, 2014, added subsection (h). Session Laws 2015-241, s. 8.41(i), effective July 1, 2015, substituted "G.S. 115C-296.12(a)" for "G.S. 115C-296(c)" at the end of subsection (g). Session Laws 2017-189, s. 6(b), effective July 27, 2017, rewrote subsection (g) which formerly read: "NC Teaching Corps members shall be granted lateral entry teaching licenses pursuant to G.S. 115C-296.12(a)."
