§ 62-10-3. Complaint to be filed and become commission record

Whenever any complaint shall be made as herein provided, the same shall be filed and

shall become a part of the permanent records of said commission; and whenever the

commission without complaint shall determine that a hearing or investigation is necessary

or appropriate, it shall make written specifications of the matters to be considered

upon such hearing or investigation, and the same shall be filed and become a part

of the permanent records of said commission.
