§ acts:saved-32. (24)
9. The said commission shall proceed with the construction of said bridges or tunnels
as rapidly as the appropriation or moneys available therefor will permit. The agreements for the construction of such bridges or tunnels may be made by said
commission, notwithstanding the fact that at the time of signing the same sufficient
funds to pay the amounts due and to grow due thereon shall not be available for such
purpose, and payments of such amounts may be made from funds appropriated or contributed
subsequent to the making and signing of such agreements. In the event of the construction of either of said bridges or tunnels being delayed
for any reason whatsoever, such delay shall not prevent the said commission from proceeding
with the construction of the bridge or tunnel, the construction of which has not been
so delayed.
