§ acts:saved-32. (21)

6. The said commission shall not enter into any contract or agreement for the construction,

operation, maintenance or repair of any bridge or tunnel or for the payment of any

sum or sums whatsoever (except for the preliminary expenses for surveys, plans, estimates

and specifications and the proper expenses for the commission, including the compensation

of its appointees and employees) until a valid and binding agreement or contract has

been made with the city or state, or both, with which such bridge or tunnel shall

connect, agreeing to pay one-half the cost of such bridge or tunnel; and the written

opinion of the attorney general of this state, to the effect that the state or city

making the same has the authority to make such agreement, shall be conclusive upon

said commission.
