§ acts:saved-30. (4)
8. This act shall take effect immediately; provided, that should an act entitled “An
act authorizing the creation of a debt of the state of New Jersey by the issuance
of bonds of the state in the sum of ten million dollars for state institutions; providing
the ways and means to pay the interest of said debt and also to pay and discharge
the principal thereof; and providing for the submission of this law to the people
at a general election,” now pending in the legislature become a law and that the referendum
provided therein should be approved by the people at the polls, at the ensuing general
election, then and in such case, section one hereof, providing for the levying of
a tax, and sections three, four and five hereof, shall be of none effect and void,
but section six, making fixed appropriations for the several purposes, shall be effective
and the funds for support thereof shall be raised by the issuance of bonds as provided
for in the above-mentioned pending legislation.
