§ acts:saved-28. (9)

5. The comptroller of the state shall draw a warrant in payment of all bills approved

and submitted by the aforesaid commission as provided by the indorsement of the same

by its chairman and secretary, and the treasurer of the state shall pay all such warrants

within the limits of the appropriation by the legislature.
