§ 52:18a-210.
a. The commissioner of any department receiving an appropriation pursuant to this
act shall issue guidelines concerning the eligibility for available funds and procedures
for the distribution of funds, and may adopt, pursuant to the “Administrative Procedure
Act,” P.L.1968, c. 410 ( C. 52:14B-1 et seq. ), any rules and regulations necessary to implement the provisions of this act. b. The sums appropriated pursuant to this act shall be obligated on or before August 3, 1993 by the departments receiving an appropriation pursuant to this act . c. If any department, agency, commission, board or governmental body politic and corporate

funds on August 3, 1990, from moneys appropriated pursuant to P.L.1987, c. 231, the
department, agency, commission, board or body shall report to the Governor and the
Legislature on January 1 of each of the next succeeding three years concerning the
proposed and actual expenditure of the sums appropriated pursuant to P.L.1987, c.
231.
