§ 49:2-1.
Notwithstanding the provisions of any other law, all individuals, partnerships, associations
and corporations organized, operating or doing business under the laws of this State
are hereby authorized, upon designation by and qualification with the Secretary of
the Treasury of the United States or under his authority, to act as selling and issuing
agents for the sale and issue of obligations of the United States, during the period
of any emergency proclaimed by the President of the United States and during the period
in which a state of war exists between the United States and a foreign nation.
