§ 48:5a-7.

Subject to the provisions of Title 11A of the New Jersey Statutes, and within the limits of funds appropriated or otherwise made available,

the director with the approval of the President of the Board may appoint such officers and employees of the office as may be deemed necessary for the performance of its duties, and may fix and determine their qualifications,

duties and compensation, and may retain or employ engineers and private consultants

on a contract basis or otherwise for rendering professional or technical service or

assistance.
