For one year following the date procedures for licensure are established by the council,
any person who is practicing or residing in this State shall be licensed by the director
without examination upon completion of a licensing application and the payment of
the appropriate fee if the applicant is certified or registered prior to the effective
date of this act by a nationally recognized professional association of occupational
therapists approved by the director, except that no license shall be issued to an
applicant if the applicant has: a. committed any act which if committed by a licensee
