§ 39:3-20.
In addition to the motor vehicle registration provisions authorized pursuant to this
chapter, the director may issue, upon application on a form prescribed by him, a registration
certificate and registration plates for trucks, tractors, trailers and semitrailers
that are empty and being transported from one terminal to another, or from the place
of sale to the registrant's terminal or place of business, or are empty and being
transported for the purpose of having additional equipment added or lettering affixed. The director may issue, upon application on the form prescribed by the director, a
registration certificate and registration plates for mobile and manufactured homes
being transported from the place of manufacture to the registrant's terminal or place
of business, or being transported for the purpose of delivering the mobile or manufactured
home to a final point of delivery. The annual fee for the issuance of each set of such plates shall be $25.00. Such plates are to be in the form prescribed by the director and shall be marked
in a manner to indicate the vehicle is “in-transit empty.”
