§ 34:13-4.

It shall be lawful for the clerk of any court of record within the county wherein

such board of arbitrators may be, to issue subpoenas for the production of books and

papers and for the attendance of witnesses before the board. If any such witness, when so subpoenaed, shall not appear in accordance with the

command of such writ, or, if appearing, shall refuse to be sworn and give evidence,

he shall be liable to the same fines and penalties as he would be had such default

or refusal been committed in a court of record in this State.
