§ 18a:72h-2.

The Legislature finds and declares that: a. It is a fundamental aspiration of the people of New Jersey that individuals are

afforded the opportunity to be educated to an extent consistent with their potential

and desire; b. Accordingly, it is an appropriate act of State government, in furtherance of this

aspiration, to make available appropriate support services to those individuals who

are able to attend college by virtue of their potential and desire, but whose educational

progress and success is hampered by conditions of visual impairment, auditory impairment

or a specific learning disability; and c. It is the intent and purpose of the Legislature that the implementation of this

act shall significantly improve the access to, and appropriate supportive services

for, college education in the State for individuals with a specific learning disability,

visual impairment or auditory impairment who are otherwise able to attend college;

and it is reasonably anticipated that, in addition to the primary benefits accruing

to individuals who receive direct services, the implementation of this act will produce

significant benefits in New Jersey for all handicapped individuals, including increasing

the understanding of handicapping conditions, promoting research and development of

techniques and approaches to offset handicapping conditions, and providing for the

integration of comprehensive supportive services in institutions of higher education.
