§ 18a:6-71.
That the Commissioner of Education and the State Board of Education shall have the
authority and responsibility under this act to plan for, establish, and operate a
State-wide system of educational centers for research and demonstration. These centers, in voluntary co-operation with local school districts, shall concentrate
upon the development, testing, and installation of ideas and procedures to solve major
educational problems facing the State; including but not limited to reading levels
of low-income children, early childhood development, the gifted student and the effective
utilization of new materials and equipment, educational technology, and patterns of
school organization.
