§ 18a:6-25.
The determination of any controversy or dispute shall be made within 60 days after
the close of the hearing and shall be in the form of a written decision which shall
contain findings of facts upon which the determination is based, which shall be filed
in the office of the commissioner and a copy of the decision shall be served upon
the parties to the dispute, pursuant to rules made by the state board, and any such
decision shall be binding unless and until reversed upon appeal.
