§ 18a:54a-7.
In order to carry out the purposes and provisions of this act, the commissioner, in
addition to any powers granted to him elsewhere in this act, shall have the following
powers: (a) To make and enter into all contracts and agreements necessary or incidental to
the discharge of his duties and the execution of his powers under this act; (b) To appoint or employ, subject to the provisions of Title 11 of the Revised Statutes, 1 such personnel and employees as may be necessary in his judgment; (c) To receive and accept aid or contributions from any source, of money, property,
labor or other things of value, to be held, used and applied to carry out the purposes
of this act subject to any conditions upon which such grants and contributions may
be made; (d) To call upon and avail himself of, so far as may be practicable and within the
limits of appropriations available therefor, the services of employees of the Departments
of Community Affairs and Education; (e) To acquire by purchase, gift or lease, sell, lease and otherwise deal with property,
whether real or personal or mixed; (f) To adopt such rules and regulations as may be necessary or convenient to carry
out the provisions of this act; and (g) To do all acts and things necessary or convenient to carry out the provisions
of this act. 1
