§ 13:1b-13.
In making a thorough study of all such lands to determine which are State-owned lands
and in making its determination the council shall take into account the mean high
water line as established by the United States Coast and Geodetic Survey, the nature
of the vegetation thereon, artificial changes in land or water elevation, and such
other historical or scientific data which, in the opinion of the council, are relevant
in determining whether a parcel of land is now or was formerly flowed by mean high
tide.
