§ 19:13-23.
In the event of vacancies among the candidates whose petitions or certificate of nomination
are on file with him, the Secretary of State in certifying the nominations of candidates
to fill such vacancies to the various county clerks shall insert the name of the person
who has been nominated as herein provided to fill the vacancy. In the event that he has already sent forward his certificate of nomination, as
herein provided, he shall forthwith certify to the clerks of the proper counties the
name and description of the person so nominated to fill a vacancy, the office he is
nominated for, the party or political principle he represents, and the name of the
person for whom such nominee is submitted.
