If a person has failed to pay any administrative assessment, fine or court fee imposed
upon the person for a violation of any provision of chapters 484A to 484E, inclusive,
of NRS, a warrant must not be issued unless the person has been provided with the
opportunity to perform community service to satisfy the entire amount due and has
failed to perform such community service.
