§ 10-21-1-16. Grant application for specialized firearms training

Sec. 16. (a) A school corporation, charter school, or accredited nonpublic school may apply to the board for a grant from the fund to:

(1) increase school safety by:

(A) helping teachers, school staff, and school employees acquire specialized firearms instruction as described in IC 10-21-3; and

(B) defraying tuition related expenses for teachers, school staff, and school employees who wish to enroll in the course of firearms instruction described in IC 10-21-3; or

(2) provide funding in the event of a school shooting to cover the costs of counseling for students, teachers, school staff, and school employees.

(b) A school corporation, charter school, or accredited nonpublic school:

(1) is not subject to the restriction in section 4 of this chapter that a school corporation, charter school, or accredited nonpublic school may receive only one (1) matching grant each year; and

(2) may receive an additional matching grant under section 4 of this chapter for the purposes described in subsection (a).

IC 10-21-1.5-1"Department" Sec. 1. As used in this chapter, "department" refers to the department of homeland security established by IC 10-19-2-1.

IC 10-21-1.5-2"Emergency response system" Sec. 2. As used in this chapter, "emergency response system" means systems designed to improve technology and infrastructure on school property that may be used to prevent, prepare for, respond to, and recover from a manmade or natural disaster or emergency occurring on school property.

IC 10-21-1.5-3"School property" Sec. 3. As used in this chapter, "school property" means any property owned, rented, leased, or operated by:

(1) a nonpublic school (as defined in IC 20-18-2-12);

(2) a public school (as defined in IC 20-18-2-15); or

(3) an approved postsecondary educational institution (as defined by IC 21-7-13-6).

IC 10-21-1.5-4Emergency response system guidelines Sec. 4. The office of school safety (as established by IC 10-19-3.5-4) shall establish and maintain guidelines for emergency response systems. The office of school safety shall establish emergency response system guidelines with input from the department of education.

IC 10-21-1.5-5Guidelines; universal electronic access; closed circuit cameras Sec. 5. The department shall include the following within the guidelines under section 4 of this chapter:

(1) Guidelines for implementing universal electronic access to school property for law enforcement to all schools within each county.

(2) Guidelines for implementing access to closed circuit cameras from a central location to be used in an emergency situation.
