§ 10-19-2-3. Firearm storage best practices and educational materials; distribution; publication

Sec. 3. (a) The definitions in IC 20-18-2 apply to this section.

(b) The department, in collaboration with the state police department, shall:

(1) identify a set of best practices; and

(2) develop a set of educational materials;

regarding recommendations for the safe possession and storage of a firearm in a home with a child.

(c) The best practices and educational materials described in subsection (b) must include information on:

(1) firearm access;

(2) firearm handling;

(3) firearm storage;

(4) ammunition access; and

(5) ammunition storage.

(d) After December 31, 2026, the department shall provide the best practices and educational materials described in subsection (b) to public schools, charter schools, and state accredited nonpublic schools.

(e) The department shall maintain a public website that contains the best practices and educational materials described in subsection (b). The department shall publicize the website and promote the best practices and educational materials to all elementary and high schools operating in the state.

(1) the department;

(2) an employee of the department;

(3) an office or division of the department; or

IC 10-19-2.2Chapter 2.2. Stop the Bleed Donation Pool

IC 10-19-2.2-1"Bleeding control kit" Sec. 1. As used in this chapter, "bleeding control kit" means a first aid response kit that contains at least the following:

(1) One (1) tourniquet endorsed by the Committee on Tactical Combat Casualty Care.

(2) A compression bandage.

(3) A bleeding control bandage.

(4) Protective gloves and a permanent marker.

(5) Scissors.

(6) Instructional documents developed by the Stop the Bleed national awareness campaign of the United States Department of Homeland Security or the American College of Surgeons Committee on Trauma, or both.

(7) Other medical materials and equipment similar to those described in subdivisions (1) through (3), and any additional items that:

(A) are approved by local law enforcement or first responders;

(B) can adequately treat a traumatic injury; and

(C) can be stored in a readily available kit.

IC 10-19-2.2-2"Donation pool" Sec. 2. As used in this chapter, "donation pool" refers to the stop the bleed donation pool established by section 4 of this chapter.

IC 10-19-2.2-3"Qualified first responder" Sec. 3. As used in this chapter, "qualified first responder" refers to:

(1) a law enforcement officer (as defined in IC 5-2-1-2(1));

(2) a firefighter, including a volunteer firefighter; or

(3) an emergency medical technician, emergency medical responder, or paramedic.

IC 10-19-2.2-4Stop the bleed donation pool established Sec. 4. (a) The stop the bleed donation pool is established for the purpose of providing Indiana qualified first responders with bleeding control kits under section 5 of this chapter. The donation pool shall be administered by the department.

(b) The donation pool consists of donations, gifts, and money received from any source.

IC 10-19-2.2-5Request for bleeding control kits or donations Sec. 5. (a) An Indiana public safety agency that has one (1) or more qualified first responders may request from the department the provision of bleeding control kits or donations made to the donation pool for the purpose of purchasing bleeding control kits. The department shall prescribe the manner in which a public safety agency may request bleeding control kits or the receipt of donations made to the donation pool for the purpose of purchasing bleeding control kits under this section.

(b) Upon receipt of a completed application under subsection (a), the department may issue the requested bleeding control kits or provide funds to purchase bleeding control kits to the public safety agency if the public safety agency:

(1) demonstrates a need for the bleeding control kits; and

(2) indicates that the public safety agency lacks funds necessary to purchase the bleeding control kits.
