Sec. 10. The expiration of a statute has the same effect that the repeal of the statute, effective on the date of the expiration of the statute, would have had.

(1) charter schools be funded under the same formula as other school corporations to the extent of the conflict;

(2) the two (2) acts be read together consistently and harmoniously; and

(3) the policies in both acts be implemented into law.

(1) penalties incurred;

(2) crimes committed; or

(3) proceedings begun;

before the effective date of that section of IC 35-43-5. Those penalties, crimes, and proceedings continue and shall be imposed and enforced under prior law as if that section of IC 35-43-5 had not been amended or enacted.

IC 1-1-5.5-24Application Sec. 24. (a) Except as provided in subsection (b), a SECTION of HEA 1003-2024 does not apply to an administrative proceeding or a proceeding for judicial review pending on June 30, 2024.

(b) A SECTION of HEA 1003-2024 applies to:

(1) an administrative proceeding or a proceeding for judicial review commenced after June 30, 2024; or

(2) an administrative proceeding conducted after June 30, 2024, on remand from a court.

(c) After June 30, 2024, any reference to a duty of an ultimate authority with respect to an administrative proceeding or proceeding for judicial review shall be construed as a duty of the office of administrative legal proceedings if the office of administrative legal proceedings is the ultimate authority for that agency.
