§ 20-65.

Hearing rules. (a) The Department may, in accordance with the Illinois Administrative Procedure Act, adopt rules to provide for review within the Department of the Secretary's decisions affecting the rights of persons or entities under this Act. The review shall provide for, at a minimum: (1) appointment of a hearing officer; (2) appropriate procedural rules, specific deadlines for filings, and standards of evidence and of proof; and (3) provision for apportioning costs among parties to the appeal. (b) All final administrative decisions of the Department under this Act, all amendments and modifications of final administrative decisions, and any rules adopted by the Department pursuant to this Act shall be subject to judicial review pursuant to the provisions of the Administrative Review Law.
