At the time of a guilty plea, conviction, or sentencing, the court shall order the collection of a DNA sample and thumbprint impression from any person who is convicted of, or pleads guilty to, any serious crime, as defined in section 19-5502 (10), Idaho Code, according to the process set forth in this chapter.
