§ 9300. Legislative Intent.

It is the intent of the Legislature to establish a uniform method of

making, adopting, promulgating, filing and publishing rules by all

agencies of this Territory, to permit public participation therein and

provide a method of making rules readily accessible to the public. It is

not intended to give to any agency any additional rule-making power or

authority and no additional or new power or authority to make or adopt

rules is given to any agency by this law.
