§ 8306. Neglect or Failure to Return Ballot.
Any person who, having procured an official ballot, willfully neglects
or fails to cast or return the same in the manner as provided for in this Title,
shall, unless otherwise provided, be guilty of a violation and be fined an
amount not to exceed One Hundred Dollars ($100.00). Any person who
applies for an absent voter’s ballot and willfully neglects or fails to return the
same shall also be deemed to have committed such an offense on Guam, and
shall be guilty of a violation and be fined an amount not to exceed One
Hundred Dollars ($100.00).
