§ 80103. Use.
All the libraries in the Library System shall be available for
use by all persons in Guam in accordance with the rules and
regulations promulgated by the Board. However, the Board shall
have the authority to impose fines for lost books, late return of
books or other misuses of the library resources. The Board shall
also have the authority to establish fees for other services provided
by the library pursuant to the provisions of the Administrative
Adjudication Law.
