§ 69126. Construction Procedure.
Upon notification by the Governor that the improvement district has
been created, the Department of Public Works shall prepare invitations to
bid, based upon the plans and specifications as approved, and proceed to
advertise for bids as in other contracts for construction. When bids are
received, the contract shall be let to the lowest and best bidder; but the
contract price may not exceed the final estimate of costs of construction
submitted by the Department of Public Works as hereinbefore provided. If
no such bids are received, the Department of Public Works shall proceed
with the authorized construction. Such Department shall keep exact and
detailed records of all costs of construction.
