§ 62102. Purpose and Intent.

The purpose of this Chapter and of any rules, regulations,

specifications and standards adopted, pursuant thereto, is to

control and regulate the development and/or subdivision of any

land for any purpose whatsoever. Such control and regulations is

determined to be necessary to provide for the orderly growth and

harmonious development of Guam; to insure adequate traffic

circulation through coordinated street, road and highway systems;

to achieve individual property lots of maximum utility and

livability; to secure adequate provisions for water supply,

drainage, sanitary sewerage and other health requirements; to

permit the conveyance of land by accurate legal description; and

to provide logical procedures for the achievement of this purpose.
