§ 58128. Variable Rates.

The percentage of rebate may be made variable by the Authority so as to permit higher or lower

percentages in earlier or later years of the period. In determining the periods up to twenty (20) years and

the percentages up to seventy-five (75%) the Authority shall take into consideration the financial risks

involved in the undertaking as well as the impact on the socio-economic development of Guam by the

proposed investment.
