§ 5129. Construction of this Chapter.
This Chapter shall be liberally construed to the end that each
child within the jurisdiction of the court shall receive such care,
guidance and control, preferably in his home, as will enhance the
child's welfare and be in the best interest of Guam, and then when
such child is removed from the control of his parents the court
shall secure care as nearly as possible equivalent to that which
should have been given to him by them.
