§ 48103. Maintenance: Responsibility.

Toilet and sewage facilities shall be maintained at all times in good repair and in a clean and sanitary

condition. The owner of a property is primarily responsible for the structural integrity, good repair and

maintenance of toilet and sewage facilities in conformity with the provisions of this Chapter. He is

responsible for the replacement of broken or worn-out equipment or parts, and the cleaning of obstructed

or broken pipes or drains. The lessee, occupant, or person in possession of property is responsible for

keeping such facilities in a clean and sanitary condition.
