§ 4113. Incapacitation of Precinct Clerks.
The precinct leader shall appoint substitute precinct clerks if, during the progress of an election, any
clerk ceases to act or becomes incapacitated, and shall immediately inform the Commission which shall
ratify the appointment or make another appointment.
