§ 3320. Same: by Others: Hearing.
(a) If a protest is received from any person entitled to protest, other than the Administrator, and is
received within ten (10) days after the first publication of notice of the applicant’s application in a
newspaper of general circulation in Guam, the Board shall not issue a license until after a hearing on the
protest.
(b) If the protest is received after a license is issued the Board shall treat it as an accusation.
