§ 32102. General Provisions.
In order to safeguard life, health, and property, and to promote the
public welfare, the practice of engineering, architecture, landscape
architecture and land surveying in Guam is hereby declared to be subject to
regulation in the public interest. It shall be unlawful for any person to
practice or to offer to practice engineering, architecture, landscape
architecture or land surveying in Guam as defined in the provisions of this
Chapter or to use in connection with his name or otherwise assume or
advertise any title or description tending to convey the impression that he is
an engineer, an architect, landscape architect or land surveyor, unless such
person has been duly registered or exempted under the provisions of this
Chapter. The practice of engineering, architecture, landscape architecture
and land surveying shall be deemed a privilege granted by the government of
Guam through the Guam Board of Registration for Professional Engineers,
Architects, Landscape Architects and Land Surveyors, based on the
qualifications of the individual as evidenced by his certificate of registration
which shall not be transferable.
