employment of additional nurses each year resulting in an ever-
increasing financial burden upon the government of Guam in
meeting its obligation to maintain a modern system of health
care, that the problem is made more acute by an increasing
shortage of adequately trained local nurses, and that the Govern-
ment has thus failed in its efforts to induce adequate numbers of
local students to seek a career in nursing.
